Chief of Federal Customs Service (FCS) Andrei Belyaninov confirmed the intention to develop the Custom Code’s provisions granting preference to bona fide exporters and importers. Federal-run ROSTEK is the first candidate for the benefits. Exactly this unitary company could be used as a foundation to create partnership of the government and the business for reorganizing the close-to-customs area.

FCS chief Andrei Belyaninov addressed the Customs Reform Conference yesterday, November 22, 2007. During his speech, the official backed up the idea of dividing participants of foreign economic activities into the bona fide and not bona fide ones. Russia has some 50,000 players on this market now, and the differentiation that FCS appears so resolute to continue will depend on the law-abiding extent manifested by them.

The ideas of FCS echo the ideas of Federal Financial Market Service (FFMS) that has already spelled out the notion of “qualified players” in the concept of stock market development. As to FCS, this program’s implementation calls for creating acceptable conditions for normal work and applying newest controlling technology. The government lacks funds for the purpose, of course.

“The business has a wide range of opportunities for taking part in tackling this issue,” Belyaninov pointed out yesterday. Federal-run ROSTEK is exactly the first candidate to promote the partnership of the government and the business community. The tricky point is that the actual procedures for its integration into the idea of qualified exporters and importers are yet unclear.
